Keystone Opportunity Zone (KOZ) | Pennsylvania DCED --> Keystone Opportunity Zones (KOZ) Tax Incentives and Development Opportunities Across Pennsylvania Pennsylvania is driving new waves of economic growth through its Keystone Opportunity Zone (KOZ) Program − a program that represents a true partnership between state and local governments, school districts, economic development organizations, and community groups. KOZs have been designated across the Commonwealth to stimulate investment and job creation in underdeveloped or underutilized areas, and certain state and local tax benefits are available to qualified applicants in a designated KOZ parcel. Please see the KOZ Program Guidelines for all program requirements and specific tax benefits available. Keystone Opportunity Zone Interactive Map The interactive KOZ map provides an overview of the parcels within Pennsylvania that are currently designated as KOZs. Users may navigate to a pinned parcel to view basic information such as acreage, expiration date, and contact information for the regional KOZ coordinator. Please contact the KOZ coordinator for detailed information regarding specific parcels. The map also features interactive tools along the left border that allow users to add additional layers to the map to see the proximity of various economic amenities to KOZ parcels, to filter and export amenities that are near a parcel, and to view relevant economic and demographic reports for the surrounding area. Navigating to the arrow at the bottom border allows users to view and download KOZ parcel data as a table. Tax Liability Binding ordinances and resolutions are passed granting the waiver, abatement or exemption of certain state and local taxes. Depending on the situation, the tax burden may be reduced to zero through exemptions, deductions, abatements, and credits for the following: State Taxes: Corporate Net Income Tax, Personal Income Tax, Sales and Use Tax, Bank Shares and Trust Company Shares Tax, Mutual Thrift Institutions Tax Local Taxes: Earned Income/Net Profits Tax, Business Gross Receipts, Business Occupancy, Business Privilege and Mercantile Taxes, Local Real Property Tax, Sales and Use Tax Length of Tax Relief Zones expire at various times. Administration The Department of Community and Economic Development provides the organizational framework, including the certification and operations of KOZs. Local jurisdictions designate coordinators as a single point of contact for zone facilitation.
