About This Opportunity
The Economic Development Access (EDA) program is a state-funded incentive for manufacturing, processing, research and development, distribution, regional service centers, and corporate headquarters in Virginia. It helps localities provide adequate road access to new and expanding businesses. To qualify, businesses must generate at least 51% of their revenue from outside the Commonwealth and the site must lack adequate existing road access.

Projects are evaluated based on the business's status as a basic employer (51%+ revenue from outside VA), the inadequacy of current site access, and the proposed economic impact (capital investment, new employment, traffic estimates).
Work closely with your local economic development office or governing body. Provide a detailed letter of intent, a preliminary site plan, and ensure your locality submits a resolution to VDOT.
